CROIX - Residents who want to have a say in planning how Christiansted town will develop and move forward can attend a series of meetings beginning tonight.The Enterprise Zone Commission, part of the V.I. Economic Development Authority, will conduct a charrette this week aimed at getting ideas and input from the public on a town plan for Christiansted.A town plan encompasses ideas about how residents would like to see the town develop, including the types of businesses they want and what kind of community they want, said Enterprise Zone specialist Cusa Holloway. Town plans can include plans for the physical and social development of a town, and deal with issues such as zoning and infrastructure."The plan, which will provide a road map for the economic, social and architectural development of Christiansted, should reflect the vision of the community," a release from the Economic Development Authority states.The charrette includes meetings each evening, from 6 p.m. to 8 p.m. today through Thursday, at St. Mary's Catholic School auditorium on Queen Street in Christiansted."At the charrette, the general public and panelists who specialize in various subjects that affect community and area development will come together to share their ideas, opinions, recommendations and possible solutions to the problems that exist in Christiansted," the release said.Each meeting will focus on a specific topic that will be addressed in a town plan.Topics are:- Tonight - Historical and cultural aspects of the town.- Tuesday - Social issues and housing.- Wednesday - Environmental impacts.- Thursday - Economic development.The Enterprise Zone Commission is hosting the charrette, and some local architects and planners are competing in a contest to develop the town plan, Holloway said."We solicited architects and planners to come help create a town plan for Christiansted, but it's going to be in a contest form," she said. "No one person has the contract. They will come to the meetings, listen to the community content - the exchange - and will create a town plan for Christiansted."Each proposal will be submitted to the Economic Development Authority by June 28, and a juried panel will decide on the winner, Holloway said.Six local architects and planners are interested in the contest at this point, she said.While the winner gets $5,000, the cash prize isn't the goal, according to Holloway."It's more about helping St. Croix than the cash prize for them," she said. "It's about building up Christiansted and getting some answers and solutions to those problems that are plaguing Christiansted."Christiansted is one of the designated enterprise zones in the territory, along with Savan on St. Thomas and Frederiksted town on St. Croix.Once a town plan is chosen, it must be approved by the governor.At that point, Holloway said, "EDC-like" benefits and incentives become attached to the plan under the Enterprise Zone law, "to create an economic push for the historic towns."The Enterprise Zone Commission has been publicizing the charrette, and has received significant interest, according to Holloway."We're hoping that the Christiansted community comes out and lets their voice be heard," she said. "We need to know what you would like in order to create an effective town plan for you."Charrette Center, Inc., describes a typical charrette as "an intensive, multi-disciplinary week-long design workshop designed to facilitate an open discussion between stakeholders of a development project. A team of design experts meets with community groups, developers and neighbors over a period from 3-4 days to 2 weeks long, gathering information on the issues that face the community. Superior Court judge on Friday granted the prosecution's motion to dismiss attempted murder and related counts against three men who were charged in September in connection with a fight in Frederiksted.Amolay Christopher, 39, of Clifton Hill; his brother, Anwar Christopher, 23, of Good Hope Town Houses; and their cousin, Ivan James, 28, of Estate La Grange, were facing charges of attempted murder, first-degree assault, third-degree assault, unauthorized possession of a firearm, possession of ammunition, carrying a dangerous weapon during the commission of a crime of violence and failure to report a firearm brought into the territory against stemming from a fight Sept. 2 near Dorsch Beach.In the motion seeking the dismissal, filed by Assistant Attorney General Kippy Roberson, the prosecution said that the charges should be dismissed without prejudice.Superior Court Judge Harold Willocks granted the prosecution's motion and ordered the men to be released.When the men made their initial court appearances in September, bail had been set at $300,000. They posted property to satisfy the bail, and all three men were placed on 24-hour curfews with the use of electronic monitoring devices.At the men's advice-of-rights hearing, attorney Eszart Wynter, representing James, challenged the arrests and the conditions of release. On Friday, Wynter said it was clear that the prosecution did not have the evidence they believed they had. He said that ample witness testimony corroborated his client's statements about the series of events and showed that the three defendants were not the aggressors and that the gun belonged to the victim.According to documents filed by V.I. Police Detective Jeffrey Nesbitt, two witnesses told police that about 9 p.m. Sept. 2, the 26-year-old man shouted at Amolay Christopher, who was beating a woman in a car near Dorsch Beach.The man left and went to a Queen Street grocery store, where he had a drink with friends, according to the report. Amolay Christopher approached the man at the store, told him to mind his own business and then hit him in the face, according to Nesbitt's affidavit.The man hit back, and a fight began, according to witnesses.Nesbitt said in his report that James and Anwar Christopher joined the fight, and the three brutally beat and kicked the man. Witnesses said the beating continued for several minutes, as the three men first dragged the victim across the street and into a stairwell and then behind a sport utility vehicle.With the victim unable to stand any longer, the beating continued until a single gunshot was fired and the attackers ran, according to the report.Witnesses identified James and Anwar Christopher, Nesbitt said.Amolay Christopher was identified by a police officer who responded to the call of a fight.According to Nesbitt's report, the victim initially was treated at Luis Hospital for a lateral gunshot wound to his head, a shattered nose, a fractured face, sinus damage and a skull fracture. He was airlifted from the territory for additional treatment.Among items police recovered was a blood-covered gun, Nesbitt said. CROIX - The process has taken more than six years, but on Wednesday, Randy Burke was sentenced to spend the rest of his natural life in prison for shooting and killing his cousin during an argument in 2006.Burke, 33, was found guilty of gunning down 20-year-old Julius Cupid, in October 2006, as Cupid stood on the balcony of the Aureo Diaz housing community apartment he shared with his grandmother and another cousin.Testimony at Burke's 2009 trial indicated that the two men had a heated argument in the apartment the evening of the murder, starting when Burke accused Cupid of taking some of his things. The argument escalated, until Burke stormed out.One of Burke's cousins testified that she locked the apartment doors and watched Burke go toward a car parked on the roadway. A short time later, she heard "fearful screaming" outside, stepped out onto the balcony and saw Burke running back toward the apartment with something in his hand, she told the jury.She went back inside, then heard Burke kicking on the front door and yelling threats, she said.Then the banging stopped, and Cupid stepped out onto the balcony, she said.She started toward the balcony to bring him back inside when she heard a gunshot and fled. A downstairs neighbor told police she saw Burke aim a gun at the balcony above her and fire.The defense argued during Burke's trial that discrepancies existed between testimony and statements that witnesses made to police and that there were problems with evidence collection and with inadequate evidence processing in the case.However, the jury convicted Burke of the murder charge. Attorney General's Office for prosecution.The bureau intends to take "aggressive action" against non-filers, according to the statement. Actions include "the filing of Director's returns and levying on all available income sources to satisfy these debts. More importantly, a list of those taxpayers whom the Bureau have found to have attempted to evade or defeat taxes will be forwarded to the Attorney General's office for prosecution to the fullest extent of the law."The move comes after the Internal Revenue Bureau conducted a preliminary analysis of income sources and turned up more than 300 people who have failed to file income tax returns, according to the statement.The analysis was performed by checking different types of taxes from local data sources, Watson-Anderson said. For example, the analysis included checking to see if residents who filed Gross Receipts taxes also filed income tax returns and whether residents listed in 1099 data are filing an annual return, she said."It's more than 300 people," Watson-Anderson said. "Some of them have even filed extensions but never followed up with a return."While filing an extension gives taxpayers additional time to file a return, it does not give them more time to pay, she said."I am expecting these people to file and pay any balance due," she said.The estimated liability for unpaid taxes discovered during the analysis is between $8 million and $12 million, according to the Internal Revenue Bureau.That figure takes into account that some taxpayers did not file a return for multiple years, Watson-Anderson said.
